Understanding the Stakes of the Railway Sector in Morocco
Morocco has launched an ambitious national railway program that includes the development of high-speed lines (HSL/TGV), regional express trains (TER) connecting major cities, and urban rail projects (RER) with three planned lines for the Casablanca–Rabat–Marrakech corridor. This long-term strategy is designed to improve mobility, enhance the country’s economic attractiveness, and support sustainable development.
The key objectives of Morocco’s railway investments are clear. The program aims to boost territorial competitiveness by improving regional connectivity and to drive economic growth through large-scale investments that stimulate local industry and attract global players, as demonstrated in the aeronautics and automotive sectors. Sustainable development is also a central goal, with a strong focus on promoting green mobility and reducing CO₂ emissions.
Morocco is positioning itself as a regional logistics hub and a gateway to Africa, welcoming delegations from Gabon, Côte d'Ivoire, Senegal, Cameroon, and Mauritania, who will be present to showcase their own rail projects. Additionally, the country is committed to achieving industrial sovereignty by mastering strategic segments of the rail value chain.
From a technical perspective, the program covers several key areas. In terms of infrastructure, Morocco is building new high-speed rail tracks, with the Tanger–Kénitra line already operational and future extensions planned to Marrakech, Casablanca, and Agadir. These projects involve significant civil engineering, new railway platforms, and the construction of modern engineering structures. For signaling, Morocco is installing advanced systems such as ERTMS Level 1 on the Tanger–Kénitra high-speed line, with plans for the progressive integration of even more sophisticated technologies in the future.
Regarding rolling stock, Morocco has acquired 18 high-speed trains from the French company Alstom, 40 intercity trains from the Spanish company CAF, and 110 RER trains from the South Korean manufacturer Hyundai Rotem. All of these contracts include industrial compensation commitments, which involve local industrial activities such as the establishment of a train manufacturing plant to support Morocco’s export ambitions.

TRAIN ACQUISITION
ONCF invites bids for 168 trains (150 for Intercity Services, Rapid Shuttle Trains, and Mass Transit Trains, and 18 high-speed trains for the extensions of high-speed lines).
Objectives include supporting passenger traffic growth, replacing aging rolling stock, and facilitating future high-speed line extensions.

GREEN ENERGY
Morocco’s high-speed train Al Boraq and other trains like TNRs and Al Atlas now run on 60% green energy, surpassing ONCF’s 50% target. Clean energy consumption rose from 75 GWH in 2022 to 190 GWH in H1 2023, powering 27 substations along major routes.
